By far the bulk of the new requirements are related to fire precautions. All doors leading onto the hall/ stairs need to be fire doors and all floors will need to have fire- extinguishers and interlinked mains-operated smoke detectors. Details of the necessary work will be provided once the Housing Officer has visited. He will also allow plenty of time for the work to be carried out. For the smaller HMOs (those not needing a licence) there are no penalties as such if the landlord does not inform the local authority. However, if there was a fire in the property, the landlord is open to legal action by the tenants and possible prosecution by the local authority for operating anHMO without the proper fire safety pre- cautions.
